You have to buy two Farm licenses, you can save applications from one farm to the other.
 
Keep in mind that Published Applications Utility only exports and imports the Citrix part. PAU does not copy your application folder in 'program files', nor does it create missing active directory groups or users in the new environment. Servers associated in the old farm that does not exist in the new farm will not be associated. This does not mean the import is not completed. PAU tries to continue creating the application in the new farm despite the missing things.
